Rupert Clarke, former CEO of Hermes and a past president of the British Property Federation, joined Milligan in 2012 as Chairman. Rupert brings with him over thirty years of experience and knowledge of real estate, business and financial markets and has been active in supporting Milligan in the development of investment strategy, financing and new business.

John Milligan

Chief Executive Officer

Founder and CEO of Milligan and has over 30 years of retail and leisure property experience spanning the UK, continental Europe, Asia and North America. John formed Milligan in 2002 with the mission of creating inspiring retail destinations

Milligan have partnered with some of the world’s largest and most successful investors, including Blackstone, Global Infrastructure Partners, Lone Star, Ares and Activum.

To date, the team have worked on assets with a total capital value of over £5 billion, have managed over 3,000,000 ft2 of retail space and constructed over £500 million of building projects.

John is leading the evolution of the company into a leading mixed use regeneration specialist developer. Increasingly the company is working on mixed-use projects that include residential (BTR and BTS), senior living, student accommodation, hotels, culture, leisure, and offices. Usually these new communities will have sustainable retail and leisure at their heart.

Key Projects:

The transformation of Maremagnum on the waterfront in Barcelona, the development of the award-winning Met Quarter in Liverpool and the redevelopment and refurbishment of Manchester airport terminals and London City Airport. Major turnaround projects have included Center Parcs, Mailbox Birmingham and Camden Lock Market, London.

Mike Anderson

Chief Investment Officer

Mike works across all of Milligan’s projects and new business pipelines reviewing investment strategy to ensure returns for shareholders and investors are maximised. He is the key liaison point with Milligan’s investment partners.

Mike specialises in the origination, structuring and execution of property deals and liaising with both current and potential joint venture partners. These include large private equity houses, institutions, sovereign wealth funds and local authorities.

Specialisms/sectors: Investment Strategy, Funding Strategy, Joint Ventures. All commercial sectors.

Key projects:

Camden Lock Market, London – Led the Acquisition of the iconic world class market. Brought in a Private Equity investment partner and negotiated senior debt from a UK high street bank.

The Mailbox, Birmingham – Led the Acquisition and Partnership negotiations with our Private Equity investment partner on the largest mixed use asset in the UK. Led the negotiations to relocate the retail anchor Harvey Nichols to a larger store.

Stephen’s Green, Dublin – Led the negotiations with the owning Institution for this prime mixed-use redevelopment after successfully winning an international competition to become their Development Partner. Led the investment and feasibility analysis of the redevelopment optioneering.

Stuart Harris

Chief Operating Officer

Stuart joined Milligan in July 2019. He has as over 25 years’ experience in the development and delivery of retail, leisure, and mixed-use developments across the UK.

He was a co-founder of Queensberry Real Estate, where during a 10-year period, he helped deliver major projects for both the public and private sectors. Before that he was Head of Leasing for Multi-Development delivering award winning regeneration projects in Belfast and Bath. Stuart is a current member of the REVO Local Authority Advisory Committee.

Specialisms/sectors: Retail, leisure, hotels, offices, residential. Project lead. Commercial, leasing and marketing strategies for town and city centre regeneration. Repositioning of challenging or failed assets.

At Queensberry; Newport (Friars Walk), Manchester (The Corn Exchange), Guildford (Tunsgate Quarter), and Liverpool (Metquarter), Sheffield (Heart of The City II), Barnsley (The Glassworks), Islington (Angel Central), and Southwark (Borough Yards).

James Lidgate

Head of Residential

James was formerly the CEO for Legal and General homes and developed and delivered the company’s business plan, creating the first ever wholly owned house building arm of Legal & General alongside managing the strategic land portfolio.

James was also responsible for the £250m equity investment into L&G’s Build to Rent joint-venture growing the pipeline from 692 units to almost 3,000, with total available capital of over £1.2bn.

James has a strong track record in housing development and managing the delivery of multi-tenure housing, utilising traditional and modern methods of construction.

  • Master developer – multi tenure housing delivery, including infrastructure delivery and master planning.
  • Affordable housing – Chair of L&G Affordable Housing Dev Co.
  • Modern methods of construction – Formed L&G’s Modular Integration business.
  • Strategic land – responsible for L&G’s 4,500 acres of strategic land

Key Projects:

Walthamstow (Blackhorse Mills) – 479 BTR homes. Acquired site, secured new planning consent for first BTR specific consent in Waltham Forest.

Bristol (Box Makers Yard) – 378 BTR homes across two phases, with completion scheduled for Spring 2021.

Crowthorne (Bucklers Park) – 1,000 homes, secured planning and became the inaugural development for L&G Homes, including the first installations of modular homes. The UK’s first Social Value Charter was also launched.

North Horsham – Acquired strategic development of 2,750 homes for multi-tenure development including affordable housing, build to rent, open market alongside a new train station, 500,000 sq ft of commercial uses, new primary school and 50% open space provision.

Xavi Alemany

Director Asset Management - Milligan Spain

Xavi has over 18 years’ experience running shopping centres and understands all aspects of the financial and contractual needs to ensure a secure investment. For the last 10 years he has been the director responsible for Asset Management in Milligan’s Spanish office.

Before joining Milligan, Xavi was initially the financial manager and finally the centre manager for Maremagnum, Barcelona. He has a degree in Economics as well as a masters from Esade Business School and Pompeu Fabra University.

Melanie Taylor

Head of Retail and Relations

As Head of Retail and Relations, Melanie instigates and maintains our relationship with retailers. After many years in the industry she knows just about everyone. She is brilliant at selling something you can’t yet see and so has an incredible track record of bringing retailers on board and getting their early buy in. 

She was previously an associate director at Jones Lang LaSalle.

Specialisms/sectors: Getting under the skin of the target audience to rejuvenate concepts and merchandise mix; Lease management so that the interests of the landlord and tenant are genuinely aligned.

Key projects: Mailbox (Birmingham), previously Head of the designer outlet leasing team responsible for the McArthurGlen UK portfolio. Retail and shopping centre projects for Hillier Parker in London and Hong Kong and as a retail associate of Olympia and York delivering the Canary Wharf vision to retailers.

Paul Hanegraaf

Creative Navigator

Paul is Milligan’s creative guide. With over 35 years experience in property and place making design and architecture Paul cleverly bridges the divide between architecture and developer adding a unique and different perspective to the development process. Paul inputs into all of Milligan’s projects from the early stages of evaluation, through design and optioneering to completion.

Paul has also defined and built the CreativeTrade concept and brand. CreativeTrade is an omni-channel commercial business catering to independent makers and emerging brands in the UK. It provides the new maker with serviced studios, apprentices, business support, marketing and retailing opportunity – they are successful independent retailers wishing to grow as well as a collection of startup brands.

Paul was founder and board member of large multi-cultural and multi-disciplinary international consultancy business, sits as an Advisory Director to a Rockspring Private Equity Fund and has been a founding partner of a numerous new business ventures. Driven by an infectious enthusiasm for any challenge, he is a strategic creative thinker armed with “fat pen” ideas who will always bring a fresh perspective and new intelligence and innovation to every project.

Malcolm Lea

Development and Construction

Malcolm provides development and construction advice to Milligan.

Malcolm first worked with Milligan in 2006 and his significant career in real estate spans over 30 years. Malcolm has considerable experience in high quality commercial and residential property as well as the creation of equity funds and working with joint-venture partners and managing diverse investor relationships.

Emma Powell

Development Manager

Emma has recently joined the Milligan team as Development Manager, working across a number of key projects at Milligan. Prior to joining, she completed her MRICS qualification at Knight Frank where she specialised in the residential sector. Post qualification she moved to regeneration developer U+I where she was responsible for managing a number of regeneration projects at different stages of the development process.

Key projects: Whilst in her role at U+I, Faraday Works (Westminster Industrial Estate), Circus Street (Brighton) and Cambridge North Fringe East (Cambridge).

Rachel Guthrie

Executive Assistant

Rachel is Executive Assistant to the Milligan directors, taking care of diary matters, coordinating events and running the office. Prior to working at Milligan, she was PA to the senior investment partners at Lane Clark & Peacock.

Tarah Gear

Marketing and brand strategist

Tarah has over 15 years of marketing experience driving visitor attraction, creating places, destinations and reasons to visit – ultimately meeting customer expectations in today’s experience economy. Tarah also led the onsite marketing at Birmingham’s Mailbox working alongside tenants (retail, F&B and hotels) to maintain footfall during its extensive redevelopment. She has held senior marketing roles at The NEC Group, leading visitor marketing campaigns and brand building activations for Birmingham’s two arenas, the National Exhibition Centre and as sales and marketing director for The Ticket Factory.

As marketing director at Ricoh Arena, home of Wasps Rugby, Tarah led the marketing and ticketing operations to deliver customer experience, fan satisfaction, drive ticket sales and revenues from merchandise and F&B. In this role, she delivered the biggest crowd at a home game and helped redefine matchday experience with the introduction of events, pop-ups and fan engagement initiatives.
